Two Sectors: Building 100,000 Family Nursing Beds for the Elderly in Need

The Ministry of Civil Affairs and the Ministry of Finance have issued a notice to build 100,000 beds and provide 200,000 home care services for disabled or partially disabled elderly people with financial difficulties through the central government's special lottery public welfare fund.


According to the circular, the two departments have jointly decided to implement the 2022 action project to improve basic home-based and community-based elderly care services in 42 areas including Xicheng District of Beijing. The project funds shall be used in the project area to build family nursing beds and provide home-based nursing services for disabled or partially disabled elderly people aged 60 and above with financial difficulties.


With the support of the central government's special lottery public welfare fund, 100,000 family nursing beds will be built for disabled or partially disabled elderly people with financial difficulties. Based on the comprehensive ability assessment of the elderly, the key areas or parts of the home environment for the elderly who are suitable for setting up home nursing beds should be adapted for aging and intelligent transformation, and elderly supplies such as walking aid, meal aid and clothing aid should be equipped.


Home care services were provided to 200,000 people. According to the comprehensive ability assessment of the elderly, home care services will be provided for the elderly who have relevant needs but have not established family care beds, including but not limited to daily care such as travel, cleaning, daily living, bed rest, diet and other services as well as basic care, health management, rehabilitation assistance and other services.


The two departments require local governments to guide more professional and high-quality resources into home-based community basic care services by giving full play to the exemplary role of projects, encourage active exploration in facilities construction, institutional training, personnel training and service innovation, so as to form an effective model of home-based community care services that can be replicated and promoted, and establish a sound system and mechanism for high-quality development of home-based community care services.
