The 14&5th National Health Plan
The General Office of the State Council recently issued the 14th Five-Year National Health Plan (hereinafter referred to as the Plan). According to the Plan, by 2025, the capacity of public health services will be significantly enhanced, the hazards of a number of major diseases will be controlled and eliminated, the quality of medical and health services will continue to improve, the supporting capacity of medical and health services and the development level of the health industry will continue to improve, the national health policy system will be further improved, and the average life expectancy will continue to rise by about one year on the basis of 2020.
We will continue to shift the mode of development from one that focuses on medical treatment to one that focuses on people's health, and provide all-round, full-cycle health services to the people.
The Plan identified seven tasks. First, we will build a strong public health protection network. We will improve our capacity for disease prevention and control, improve monitoring and early warning mechanisms, improve emergency response and treatment mechanisms, and enhance our capacity for treating and treating major epidemics. Second, comprehensive intervention of health problems and influencing factors. We will promote healthy lifestyles, strengthen prevention and control of infectious, parasitic and endemic diseases, strengthen comprehensive prevention and control of chronic diseases, and strengthen intervention in injury prevention. We will improve mental health and mental health services, maintain environmental health and food and drug safety, and carry out patriotic health campaigns. Third, we will ensure people's health throughout the whole cycle. We will improve maternity and infant care services, protect the health of women and children, promote the health of the elderly, strengthen occupational health protection, and ensure health services for key groups such as those living out of poverty and the disabled. Fourth, we will improve the quality of medical and health services. We will improve the mode of medical services, strengthen quality control of medical services, and speed up efforts to improve areas of weakness in medical services. Fifth, we will promote the inheritance and innovation of TCM. We will give full play to the role of traditional Chinese medicine in providing health services and strengthen the foundation for its high-quality development. Sixth, we will improve the health industry. We will promote the innovative development of the pharmaceutical industry, promote the manufacturing and production of high-end medical equipment and health products, promote the sustained and standardized development of nongovernmental medical services, increase the supply of commercial health insurance, and promote the integrated development of health-related businesses. Seventh, we will strengthen public health support and security. We will deepen reform of the medical and health systems, strengthen the development of health professionals, accelerate innovation in health science and technology, promote the use of health information connectivity across the population, improve the legal system for health care, and strengthen exchanges and cooperation.
The Plan proposes to strengthen organizational leadership, mobilize the participation of all parties, do a good job in publicity and guidance, strengthen monitoring and evaluation, and promote the implementation of all tasks.
